Which filters did you use? His fur looks so shiny
I changed the brightness and contrast and stuff like that and I used the filter "Cotton Candy", I used the overlay "Golden" to add those little pink and gold circles, and I outlined him with the brush. And I didn't use an art program cause I don't have one on here, I just used the editor in Amazon photos. 
Oh and I also used the radial focus on his face to slightly blur out his body and the background, but sadly it didn't blur out the brush lines so it looks a little wonky but it still turned out nice
