Another construction is the noun form of a する verb + の. Ex:

11月3日は10時に駅前に集合のこと。(ALC)

・きちんと授業に出席する事 

means: Attend classes regularly.

But, what's the difference when compared to

・きちんと授業に出席する

meaning: ??

The 事 sentence is a command or rather a rule. (Maybe it'd be better to put an exclamtion mark at the end of that English phrase?) You can find them everywhere pasted onto walls, doors etc. in schools or companies addressing students/employees.

The second sentence it a simple statement. E.g.
- I attend classes regularly.
- We attend classes regularly.
The translation could take any personal pronoun depending on context.
