Expresses speaker's low opinion of something. Often appends to words such as 驚く (surprise), 感謝する (admire), ほめる (praise), or 称賛 (praise).
With a verb such as 驚く (be surprised) or 非難する (reprove of) expresses the meaning, "X is not appropriate, it is immaterial/ off the point/ inconsequential." Often used with an expression showing some reason such as からといって (just because...) and means "it is off the point to be surprised at or blame someone because of such a reason."
