1. に当たって・に当たり is used mainly in formal / written Japanese.
2. に当たり is more formal than に当たって.
3. Since it is used mainly in written Japanese, when a verb precedes it, it is often a Sino-Japanese する verb (like 運転する and 留学する in the example sentences) because these are suitable for written Japanese.
4. The tense of the verb preceding the compound particle is always non-past, regardless of the tense of the final predicate; so it can be translated as "before" or "prior to".

『にあたり/にあたって』diễn tả một thời điểm đặc biệt, có tính bước ngoặt trong tiến trình của sự việc. Là cách nói trang trọng, thường dùng trong các bài diễn văn hoặc thư cảm ơn.『にあたり(まして)』trang trọng hơn『にあたって』.

Gần như đồng nghĩa với『に際して』song nhấn mạnh sắc thái "chuẩn bị hoặc lưu ý việc gì đó" cho dịp đang được đề cập.

There are two primary nuances that this structure will be used for:

The first is when (A) is some sort of special occasion or condition from which (B) will be done.
E.g. 就活を始めるに当たり、新しいスーツを買った。
On the occasion of starting my job search, I bought a new suit.

The second is when (A) is some sort of goal or target for which (B) will be the means or measures in response to that goal.
E.g. 転職をするに当たり、インターネットで自分に合った会社を探すことにした。
At the time of changing jobs, I looked for a company that would suit me well on the internet.

Compared to に際して
Both mark the timing of an event. にあたり・にあたって emphasizes necessary preparations or intentions beforehand, as in 開発にあたり調査を行った (Before development, we conducted research). に際して marks the occasion itself, especially significant or ceremonial ones, as in 入学に際して祝辞を述べる (Give a congratulatory speech on the occasion of enrollment).

Unlike に際して, which can be used for either positive or negative situations, に当たり will primarily only be used for positive or neutral situations.

Pretty much similar to に際して , however there are a few nuances: - にあたって is not that of a fit for sentences with negative intents
- にあたって has a more strong feeling regarding necessity of attention due to the fact that the important action will follow it (i.e. before A, pay attention to B, because A is an important action)

Under Title, the kanji 当 is missing in Firefox, but it does show up in IE. Am I the only one?

That's actually an unrelated grammar point (which doesn't seem to be in the dictionary here yet... but I see it a lot!) - plain form past tense + って, which means the same thing as ~ても. So ことがあったって = ことがあっても.
