うる・える is used more often with verbs that are totally non-controllable, such as 起きる 'to take place' or ある 'to exist.'
The potential form and the pattern ことができる is awkward when used in such cases.

Example 1
(The fluctuation of stocks can happen any time.)
株の変動はいつでも起こり得る。〇
株の変動はいつでも起これる。✕
株の変動はいつでも起こることができる。✕

Example 2
(It is quite possible that the Japanese economy will go into a slump.)
日本の経済が不況になることだって十分にあり得る。〇
日本の経済が不況になることだって十分にあれる。✕
日本の経済が不況になることだって十分にあることができる。✕

The basic meaning of うる・える is the existence of possibility (not ability), and therefore sounds unnatural/awkward when used in a sentence that expresses pure ability as shown in the following example.

Ex. 彼は日本語を話せる。〇
Ex. 彼は日本語を話すことができる。〇
Ex. 彼は日本語を話し得る。✕

Notes: 得る may be seen as either える or うる. The primary difference between the two being that うる is a relatively old form that is often seen in literature, and spoken far less frequently than える. Despite this, there is a tendency for うる to be the preferred spoken choice when the kana that appears before it is え, such as 教える becoming 教えうる, rather than 教ええる.

『得(え/う)る』diễn tả ý "có khả năng xảy ra một sự việc nào đó", hoặc "có khả năng làm một việc nào đó trong hoàn cảnh cụ thể".

『得(え)ない』, trái lại, diễn tả ý "không có khả năng xảy ra một sự việc nào đó", hoặc "không có khả năng làm một việc nào đó trong hoàn cảnh cụ thể".

Chữ Hán 得 trong『得る』có hai cách đọc là え hoặc う, trong các dạng còn lại (『得ます』『得ない』...) chỉ có cách đọc là え.
Cấu trúc này tuy thường được dùng trong văn viết, riêng cụm「あり得る」và「あり得ない」lại hay được dùng trong hội thoại hằng ngày.
Lưu ý: không dùng để diễn tả năng lực thuần túy (biết đánh đàn, biết đạp xe, biết nấu ăn...).

Talking to someone about this - it doesn't appear to be grammatically wrong, but it is an unnecessarily difficult way of saying 英語が話せる (えいごがはなせる).

right, it's like saying "it is possible for me to speak English" rather than "I can speak English" - grammatically, it's correct, but no one would really say it under normal circumstances ^.^

Hey guys, one question: In my textbook it sais: これは私の[b]知りうる[/b]すべての情報です。 --> This is all the info i could get/obtain. But why can't I use [b]知りえる[/b] here? When do I need to use うる ? Thank you in advance!

Short story: 知りえる is just fine. There are no situations in which うる is acceptable and える is not. I wasn't sure if there were any rules governing their usage myself, so I did a bit of googling, and it turns out うる is the older form, so you'll see in older Japanese and especially in literary contexts. える is the modern spoken form, and is more common these days.
