This is often used to show the extremity of a situation; while the listener might think of A, it's actually far worse.

"Not B, let alone A"
Example:
忙しくて、旅行するどころか、テレビを見るひまさえない
I'm so busy I don't even have time to watch TV, let alone go on a trip.

"B, not to mention A"; "not just A, but also B"
彼女は自動車のA級ライセンスどころか、飛行機の免許も持っている
She doesn't just have a class A license, she has a pilot's license too.

(The latter usage seems comparable in meaning to はもちろん)

English counterpart: far from; not just

Meaning/Function: a conjunction indicating that someone/something is very far from an expected state

Examples:
Type 1: (A) affirmative; (B) affirmative
Meaning: not just (A); even (B)
Ex. (1): クラークさんはさしみが食べられるどころが、納豆まで食べられる。
(Mr. Clark is not just able to eat sashimi; he can even eat natto.)

Type 2: (A) affirmative; (B) negative
Meaning: far from (A); not even (B)
Ex. (2): スミスさんは日本語の新聞が読めるどころが、ひらがなも知らない。
(Mr. Smith is far from being able to read a Japanese newspaper; he doesn't even know hiragana.)

Type 3: (A) negative; (B) affirmative
Meaning: far from not (A); even (B)
Ex. (3): スミスさんは日本語が書けないどころが、日本語で小説が書けるぐらいだ。
(Mr. Smith is far from not being able to write Japanese; he can even write a novel in Japanese.)

Type 4: (A) negative; (B) negative
Meaning: not just not (A); not even (B)
Ex. (4): ジョンソンさんは漢字が書けないどころが、ひらがなも書けない。
(Mr. Johnson is not just unable to write kanji; he cannot write even hiragana.)

Contruction is the same:
Plain form verb + どころか
Noun + どころか
い adjective + どころか
な adjective + どころか

忙しくて、旅行するどころか、テレビを見るひまさえない。
彼女は自動車のA級ライセンスどころか、飛行機の免許も持っている。

I think the definitions are one in the same, so I simply extended the original definition out. Let me know if you think it should be altered to clarify it some. If you check out the model sentences, they're pretty close to the ones you gave :)

When it comes memorizing, they are pretty much the same for me too, but I just wanted to let you know that my Unicom grammar books has them separated.

1.予想したことと事実が違うことを表す表現。
2.予想したことより事実の方がもっと程度が高いことを表す表現。
