In the example 「かれが かえっ て から きみが くる まで 、 ほんを よん で い た よ 。」 why is the first verb in its te form and the second in dictionary form?

This grammar specifically applies to either time or location.

The grammar used in that sentence is てから/after doing X (which uses the te-form) combined with まで/until (which uses the dictionary form):

Another example would be: 生まれてから死ぬまで = after being born and until you die, AKA womb-to-tomb
