You usually don't need people to friend you back for that. You can just friend them and make the games unilaterally. Most people don't turn on the settings that prevent you from doing that.
If you want active players you can try inviting people from the weekly leaderboard. I'm sure they won't mind... probably :D (at least I don't)

Ahh~ well if you're starting a new game you play with only friends but you can also play uhh community games where everyone can play!!
