You need to keep it linked to a schedule to grow. But I think only the normal/daily reviews count, but not the focused review for extra quizzes. Do you still have normal reviews in that Hiragana schedule? If not, try to link to another schedule where you have daily reviews and/or new daily terms to study. Those should count.
Trees only grow normally if they are linked with a schedule.
And with that schedule you need to learn new terms or do daily reviews. That's when you see the "... to learn" or "--- to review" or "extra review" in the schedule, but not when you click on "focused review".
Without a schedule your trees stay as they are, which can also look great in your garden, but they won't grow at all that way.
