My understanding is that there is no official list. So everyone is basically guessing what the kanji are based on what has appeared before on the exams. That being said, many N5 lists that are out there contain 80 kanji. So, if you learn those 80, and do some practice exams, you'll have a good idea of whether you feel like those 80 kanji are sufficient or not.
